The instructors of PAS Education Network have over 70 years combined experience appraising a broad spectrum of property types. Houses, mobile home parks, apartment buildings, landfills, hotels, industrials...you name it, and one of our instructors has probably been there. We're no strangers to the classroom either, having instructed students of all walks of life, in classrooms and corporate conference rooms in West Virginia and Ohio. The real world experiences of our instructors will provide much needed insight into the practical application of the concepts covered in each course.
Russel D. Rice began his career in real estate in August of 1997 at the appraisal firm of McDaniel, Inc. and is now owns/operates Precision Appraisal Service. For the past 12 years Russel has specialized in single-family real estate, but in 2005 decided to shift his focus to commercial real estate. He is an Associate Member of the Appraisal Institute, is a signatory member of the Center for Responsible Appraisals and Valuations and holds memberships with the Better Business Bureau, National Association of Realtors and Institute of Real Estate Managers. Russel has assisted with the real estate pre-licensure program at West Virginia University at Parkersburg and with the Graduate Realtors Institute instructing and co-instructing appraisal related courses for each. Russel lives in Parkersburg with his wife Tiffanee, and their three wonderful children.
Douglas S. Butcher, MAI is licensed as a Certified General Real Estate Appraiser in the State of West Virginia, achieving the prestigious MAI designation from the Appraisal Institute in 1993. Doug’s experience is vast, having worked previously in the Philadelphia and Chicago areas before settling in Beckley, West Virginia where he is the owner and chief appraiser of Real Property Solutions. In addition to fee appraisal work, Doug currently serves as Appraisal Manager for United Bank and West Virginia Housing Development Fund. Doug has worked extensively with the local and national chapters of the Appraisal Institute serving in a variety of administrative positions. Doug also served on the Standards Committee of the West Virginia Real Estate Appraiser Licensing and Certification Board from 1997 to 2000. In addition to various seminars, Doug also serves as adjunct faculty at Mountain State University in Beckley.
Larry M. McDaniel has been in private practice since 1975, appraising various types of real estate including commercial, industrial and residential properties. Since 1990 his primary specialty has been with Eminent Domain case valuations. Licensed as a State Certified General Real Estate Appraiser in West Virginia, Ohio and Pennsylvania, he is a former member of the WV Real Estate Appraiser Licensing & Certification Board, serving one for a year as Board Chair. He was elected to the Board of Directors (Southern Region) of the Association of Appraiser Regulatory Officials as an at-large Member in 1998. An instructor at WVU-Parkersburg since 1992, Mr. McDaniel is also Certified as a National USPAP Instructor by the Appraisal Standards Board of the Appraisal Foundation. Currently certified by Pennsylvania and Ohio Departments of Transportation, he is as an approved appraiser for land acquisitions by those agencies as well as Yellow Book Qualified Appraisals for the valuation of easements for farmland protection programs, conservation easements and grasslands easements in West Virginia and Ohio. Larry has served on the adjunct staff of West Virginia University at Parkersburg from 1992 to 2008, teaching introductory course work for Real Estate Agents and Appraisers. He also was on staff at Washington State Community College in Marietta, Ohio for similar courses of study.
